Jurisprudence: state legal activity The highest authority in a legal state is considered to be the individual. The state not only creates its own laws, but it is also important that it abides by them. This is the most significant characteristic of a legal state. The formation and implementation of legal state activity depend on the following important conditions: the establishment of a civic society in the country; the presence of a high degree of political and legal rights for all or most members of society; their participation in the social and political life of the country, as well as their possession of a general civil culture; the existence of a single legal system that is not opposed to one another.
