On December 18, 2025, the President adopted Decree No. PF–252 “On Additional Measures to Further Improve the Activities of State Audit and Financial Control.”

According to the Decree, starting from January 1, 2027, all stages of projects aimed at developing social and industrial infrastructure — from program formation to commissioning — will be fully digitized.

In particular:

• development programs will be formed electronically through the Ministry of Economy and Finance’s automated information system “Capital Investments”;
• Preparation and expert review of project and cost-estimate documentation for projects financed from the State Budget will be carried out via the “Transparent Construction” platform;
• Reconciliation of invoices for completed works between customers and contractors will be conducted in the “Capital Investments” information system based on project documentation developed on the “Transparent Construction” platform.

In addition, starting from July 1, 2026, the construction of highways will be monitored using satellite imagery and drones by comparing construction volumes with financing data.

Furthermore, beginning with the 2026/2027 academic year, a Higher School of State Audit will be established at Tashkent State University of Economics as a separate academic program.
